The Université Polytechnique Hauts-de-France is an experimental institution created on September 9, 2019, pursuant to Ordinance No. 2018-1131 of December 12, 2018, on the experimentation of new forms of grouping higher education and research institutions.
A University resulting from 3 pre-existing institutions
It emerged from 3 pre-existing institutions of higher learning:
- The University of Valenciennes, a public scientific, cultural and professional establishment (EPSCP);
- L'Ecole supérieure d'art et de design de Valenciennes (ESAD de Valenciennes), a public establishment of cultural cooperation with a higher education mission;
- L'Ecole supérieure d'art de Cambrai (ESA de Cambrai), a public establishment of cooperation

Professor Abdelhakim Artiba, President of the University, has federated since 2016 the entire university community around a unique project in France, that of a Polytechnic University by relying on the multidisciplinary nature of the institution (excluding health).
The newly created University promotes cross-fertilization between science, technology and the humanities. It thus offers multidisciplinary curricula: polytechnic training, insertion of polytechnic modules in disciplinary curricula.
